چکیده

رایج‌ترین نظام انتخاباتی در دموکراسی‌های دنیا، نظام مبتنی بر قاعده اکثریت و «هر شهروند یک رأی» است که در آن حق رأی تمامی افراد برابر بوده و هر فرد تنها یک حق رأی دارد؛ اما سابقه نظریات اقتصاد سیاسی رأی‌دهی نشان داده کارایی این نظام در افشای ترجیحات رأی‌دهندگان حداکثری نیست؛ ازاین‌رو در طول بیش از دو قرن اخیر کوشش شده نظریه‌های متعددی برای رفع این نقیصه معرفی شوند. از متأخرترین این نظریات می‌توان به دو نظریه «دموکراسی روان» و «مکانیسم رأی‌دهی درجه دو» اشاره کرد. در این دو نظریه به ترتیب و به طور جداگانه امکان تفویض رأی و امکان خرید رأی مطرح شده است. در این مقاله کوشش شده توسعه و دستاورد علمی جدیدی در قالب نظریه «مکانیسم رأی‌دهی درجه دو تعدیل‌شده» ارائه شود که حاصل آن طراحی مکانیسمی است که تلفیقی از دو نظریه مورد اشاره محسوب می‌شود.

چکیده English

It is a fact that “1 Person 1 Vote” is the most common voting system in democracies worldwide. But, when we ask “How about its efficiency in preference revelation?” the answer is “There are lots of other voting systems with more efficiency”. Two of the most recent studies in this field are “Liquid Democracy” and “Quadratic Voting (QV) Mechanism”. By using “Liquid Democracy” voters can delegate their votes to other voters, and by using “Quadratic Voting Mechanism” voters can buy more votes via spending money. This paper’s contribution is combining the two recent studies and designing “Adjusted Quadratic Voting Mechanism”. In fact, this contribution makes it possible to formulize Liquid Democracy and votes’ delegation in the context of Quadratic Voting (QV) Mechanism.
