بلای منابع و اثر آزمندی

چکیده
بیشتر کشورهای صادرکننده منابع طبیعی (از قبیل صادرکنندگان نفت), به رغم برخورداری از درآمد عظیم صادراتی, عملکرد اقتصادی ضعیفی داشته اند. کثرت وقوع چنین پدیده ای باعث رواج اصطلاح "بلای منابع" شده است. دلیل وقوع این پدیده چیست؟ تبیین­های اقتصادی و سیاسی متعددی برای وقوع آن در طی زمان ارائه شده است. یکی از جدیدترین تبیین ها مشکل را در نبود یا ضعف نهادهای قانونی و حضور گروه­های نفع بر قدرتمند ناهمیارانه می بیند که زمینه را برای گسترش فساد و افزونه خواهیآماده کرده است و به رشد نیافتگی اقتصادی می انجامد. شناسایی عوامل و سازوکارهایی که باعث چنین وضعیتی می شود به سیاستگذاران کشورهای صاحب منابع طبیعی کمک خواهد کرد تا با دفع و حذف این عوامل، زمینه را برای  آماده کرده و از دام بلای منابع رهایی یابند. در این مقاله از زاویه اقتصاد سیاسی به رونق منابع در یک کشور در حال توسعه نگاه شده است و واکنش متغیرهای اقتصادی در بستر نهادی و منازعات گروه­های نفع بر توضیح داده می‌شود. با معرفی «اثر آزمندی» نشان می‌دهیم که نرخ پس‌انداز در چنین کشورهایی خلاف ادوار تجاری حرکت کرده و مصرف بیش از رونق منابع افزایش می‌یابد. یک بررسی کمی و کیفی در انتهای مقاله اثر آزمندی را در دورة رونق نفتی اواسط دهة 1350 برای ایران به اثبات می‌رساند.

چکیده English

The natural resource rich countries’ underdevelopment is one of unsolved mysteries and concerns for economic, social and political researchers. To answer this mystery, various solutions have been put forth so far. According to a most recent solution the root of the problem lies in the presence of powerful interest groups and the weakness of legal institutions which prepare the ground for rent seeking and results in an economic underdevelopment.
This paper looks at the abundance of resources from a political economic perspective and spells out the behavior of the saving rate variable in the framework of institutions and interest groups’ conflicts. Introducing the “greed effect” the author shows that the saving rate will behave anti-cyclical and the consumption will exceed the abundance of resources. At the end, a quantitative and qualitative investigation demonstrates the impact of greed on Iran’s oil boom in mid 1950s.
