تأثیر فساد بر وضعیت محیط زیست

چکیده
هدف از انجام این پژوهش بررسی تأثیر فساد و ناکارآمدی دولت بر وضعیت محیط زیست با تأکید بر قضیه کوز می‌باشد. تجزیه و تحلیل بر روی داده‌های کشورهایی با درآمد متوسط، در دوره زمانی 2002-2011 با استفاده از داده‌های تابلویی و تکنیک (mixed effect) در قالب الگوی اثرات تصادفی صورت گرفته است. میزان انتشار CO₂ به عنوان متغیر وابسته و شاخصی برای وضعیت محیط زیست انتخاب شده است، زیرا که مهم‌ترین گاز گلخانه‌‌ای به‌حساب می‌آید. انتخاب کشورهایی با درآمد متوسط به این دلیل است که سطح فساد در این کشورها بیشتر از کشورهای توسعه‌یافته با درآمد بالا می‌باشد. همچنین در این مطالعه از چهار متغیر کنترلی درجه باز بودن تجاری، میزان استفاده از انرژی، وضعیت صنعتی و رشد شهرنشینی استفاده شده است. نتایج تحقیق نشان می‌دهد که فساد اثر منفی و کاملاً معنی‌داری بر کیفیت محیط زیست از طریق افزایش انتشار CO₂ دارد. تأثیر صنعتی شدن و تجارت بر کیفیت محیط زیست بسته به متغیر انرژی نتایج متفاوتی به دست می‌دهند. بنابراین به طور کلی در مورد معنی‌دار بودن آن‌ها نمی‌توان اظهارنظر کرد. افزایش استفاده از انرژی موجب آلودگی بیشتر محیط زیست می‌شود. فرضیه تأثیر منفی رشد شهرنشینی بر وضعیت محیط زیست نیز تأیید نمی‌شود. لیکن در این پژوهش شهرنشینی اثری مثبت و معنی‌دار بر کیفیت محیط زیست از طریق کاهش انتشار CO₂ دارد.

چکیده English

The aim of this study is to investigate the corruption’s effect on environmental pollution with emphasis on Coase theorm. The panel data and random effects model are used to analyze the middle-income countries data between 2002 and 2011. The amount of co2 has been chosen as the air pollution’s index and quality of environment, since it is considered to be the most important greenhouse gas. The reason for choosing the middle-income countries is due to the fact that the corruption level in these countries is more than high- income developed countries. Other control variable is also used in this study, such as; trade liberalization, energy consumption, and industry situation and urbanization growth. According to the results, corruption has a significant negative effect on environment through the emission of co2. The impact of industrialization and trade on the quality of the environment, depending on the energy variable, yields different results, therefore, in general, it can not be commented on the significance level. More energy consumption will result in more pollution. Urbanization growth has a positive significant effect on environment through the reduction of co2 emission.
