چکیده

این نوشتار، تغییرات سطح رفاه اجتماعی ایران را در زمان اجرای دو برنامه توسعه از 1368 تا 1378 بررسی می کند. در این دوره سیاست های تعدیل ساختاری با فراز و نشیب هایی در کشور اجرا شد. در این مقاله، تلاش شده گروه هایی که به حسب در آمد حقیقی وضعیت شان بهتر و یا بدتر شده، مشخص شوند و تغییرات سطح رفاه اجتماعی آنان بررسی شود و روش های مورد استفاده، روش رتبه بندی ترتیبی و عددی می باشد. روش رتبه بندی ترتیبی از معیارهای لورنز برتر و لورنز تعمیم یافته استفاده کرده، و روش رتبه بندی عددی بر تابع ارزیابی اجتماعی که بیانگر رتبه همه موقعیت های اجتماعی ممکن است، مبتنی می باشد. تغییرات رفاه اجتماعی که از روش رتبه بندی عددی به دست آمده و بر حسب درآمد حقیقی محاسبه شده است به تغییرات توامان درآمد و نابرابری اندازه گیری شده، نسبت داده می شود. بر این اساس روند رفاهی مناطق شهری و روستایی کشور مثبت ارزیابی شده، ولی نابرابری این دو منطقه در این دوره تشدید شده است.

چکیده [English]

The paper investigates changes in the social welfare in Iran between the periods of two development Plans from I989 to 1999 This period is marked with the implementation of certain structural adjustment policies. phis paper attempts to identify groups that were made better off or worse of in terms of their real income. For this purpose both ordinal and cardinal ranking measures were used. The ordinal ranking measure uses Lorena dominance and generakzed Lorenz criteria. The cardinal ranking method is based on social evaluation method which is an indicator of all possible social states. Changes in social welfare which is obtained from cardinal ranking measure and calculated on the basis of real income are related to the measured ehanger in income and inequality_ Accordingly. the welfare level in urban and rural areas shows a positive trend while inequality in both areas was aggravated in this period.
