Applying panel data, this article aims to derive own- and cross-price elasticities as well as elasticity of factor substitution through a translog cost function. To do this, we collect all relevant data of basic metal industry in Qom province, considered as energy intensive one, during 2003-2014. Energy price, wage, capital price (profit rate) and quantity of product are chosen as independent variables for the total cost (dependent variable). The result shows that the own-price elasticities of energy, labor, capital are respectively -0.2, 0.46 and -0.13. The negative Allen elasticity between energy and labor implies that the price reform causes an increase in the unemployment rate, while the positive Allen elasticity of substitution between energy and capital suggests that this industry should evolve toward one with more capital-intensity. The feasibility of such substitution requires that the grounds for technological transfer, financial development and the improvement in global interaction be prepared.  هدف اصلی این مطالعه، تخمین اثرات اصلاح قیمت حامل‌های انرژی (به علت تصویب قانون هدفمندی یارانه‌ها) بر تابع هزینه صنایع فلزات اساسی استان قم است . این و استخراج کشش‌های قیمتی خودی، متقاطع و کشش‌های جانشینی عوامل تولید از طریق تابع هزینه ترانس لوگ و با استفاده از روش اقتصاد‌سنجی پنل دیتا می‌باشد. برای این منظور از داده‌های مرتبط با صنایع تولید فلزات اساسی استان قم که جزء صنایع انرژی‌بر می‌باشند، طی سال‌های 1382-1393 استفاده می‏شود. قیمت نهاده انرژی، دستمرد، قیمت نهاده سرمایه (نرخ سود)  و میزان تولید به عنوان متغیر مستقل برای متغیر هزینه کل (متغیر وابسته) انتخاب می‏شود. نتایج نشان می‏دهد که کشش قیمتی خودی تقاضای نهاده انرژی، تقاضای نهاده نیروی کار  و تقاضای نهاده سرمایه به ترتیب، 2 /0-، 46/0- و 13/0- است. کشش جانشینی منفی آلن بین قیمت انرژی و تقاضای نیروی کار نشان می‏دهد که افزایش قیمت انرژی، موجب افزایش نرخ بیکاری می‏شود؛ در حالی که کشش مثبت آلن قیمت انرژی و تقاضای نهادة سرمایه نشان می‏دهد که با افزایش قیمت انرژی، سرمایه جانشین خوبی برای آن است در نتیجه بایستی در اثر افزایش قیمت انرژی، تکنولوژی تولید متحول گردد و به سمت تکنولوژی انرژی اندوز سرمایه‏بر سوق نماید. برای امکان پذیرشدن جانشینی، می‏بایست بسترهای مناسب نهادی، از قبیل توسعة بازار مالی و بهبود تعاملات جهانی، برای انتقال تکنولوژی فراهم گردد. https://economic.mofidu.ac.ir/article_26319_d9b6ee0822cdba9fdf64dea01be8d612.pdf
