چکیده

باتوجه به اهمیتی که مازاد مصرف‌کننده در قیمت‌گذاری کالاها و خدمات و سیاست‌گذاری دارد در این تحقیق هدف ما محاسبه و بررسی مازاد مصرف‌کننده خدمات تلفن همراه طی دورة زمانی (1386-1373) با فواصل زمانی دو ماهه هست. در این تحقیق تابع تقاضای خدمات تلفن همراه تخمین زده شده و با انتخاب مدل مناسب تقاضا مازاد مصرف‌کننده محاسبه گردیده است. طبق محاسبات صورت گرفته مازاد مصرف‌کننده طی دوره مذکور بدون در نظر گرفتن نرخ تنزیل 191/69 میلیارد تومان برآورد گردیده است. با ورود ایرانسل و تالیا روند افزایش مازاد مصرف‌کننده سرعت بالایی به خود گرفته است. اگر اثرات خارجی شبکه را به مازاد فوق اضافه کنیم مازاد مصرف‌کننده رقم بسیار قابل توجهی می‌باشد. اگر دولت رفع تنگناهای زیرساختی را به همراه تشویق بخش خصوصی برای فعالیت در این بخش در پیش بگیرد فایده اجتماعی تلفن همراه بسیار بالا خواهد بود.

چکیده [English]

Since consumer surplus is relevant to the controversy over establishing an appropriate price level between consumers and service providers, and policy making, the need for a robust measurement of benefit from mobile telephone services (MTS) is increasing. The aim of this paper is to estimate consumer surplus in Iran MTS for the period of 1373-86. The measured net consumer surplus estimated by means of elasticities of appropriate demand reached about US$7 billion in the period of study. In particular, after competition was introduced (by Talia and Irancell into the market) with an accompanying price decrease and increase in the number of subscribers, consumers have benefited greatly. The estimated consumer surplus in this paper does not include network externality (option externality); if this were considered, the total social welfare of the consumer would be larger.
